Fairness for High-Skilled Immigrants (H.R. 1044 / S.386)

The U.S. House of Representatives approved H.R. 1044 “Fairness for High-Skilled Immigrants” to address the per-country numerical limitation of employment-based immigrants more than a year ago. On December 2, 2020, the Senate passed their version of the bill (S.383). Amendments were added and significant differences between the two bills have yet to be reconciled.  

Columbia is closely monitoring the amended version of H.R. 1044 as it proceeds through the legislative process in Congress. Ensuring opportunities for all of our international students and scholars—before and after graduation—will always remain among our highest priorities as a university. The University will continue to engage with our representatives in Congress concerning this bill, and any legislation impacting our students and scholars, with the aim of representing their interests to the fullest extent possible, and to ensure their concerns are conveyed to the appropriate people in our government.
